I saw a photograph of a dark wet road and I was inspired to do the same. The first thing is to find a suitable road. In my case, I wanted a simple road with tall pine trees on each side of the road. Highways have these requirements but the trees are so far from the road. I was looking for trees close to the road which wasn't easy. So to help me out, I opened Google Map and looked at regions with a road going through a dense part of trees like this one:
It's also a good idea to change to street view to get an idea of what it will
look like. I didn't want power lines and I wanted a solid yellow line.
Now that you have a location or two in mind, you wait until it drizzles with rain or after a rainfall.
This shot was taken with my Fujifilm X-T3 + Fujinon 27mm F/2.8. This is out of
camera raw with Lightroom presets (Camera CLASSIC CHROME):
I exposed for the sky so everything else is rather dark which is what I
wanted. I had my tripod with me but with cars coming it was unsettling. That's
why my ISO is so high.
I lifted the blacks and lowered the highlights with the Tone Curve. I lifted
the shadows a lot to get back details in the trees and also increased the
clarity and texture a bit to get more detail. I lowered the saturation of many
colors to get more a muted image. There's also a lot of local adjustments to
enhance theses effects on the road, trees, and the sky.

Even though I did some research before going out, I got a bit lucky with the
road. It turned out nicer than I expected. But for these kinds of pictures,
planning goes a long way.
